How can I switch comments on Home Page

What do you mean by switching comments? Are you trying to turn comments on or off?

To turn off comments site-wide, go to your Dashboard and then to Settings > Discussion. Uncheck the option “Allow people to post comments on new articles”. I think you have to manually turn off comments for any existing posts, though. To do that, go to your Dashboard and then Posts. You can use Quick Edit to quickly turn off comments for already existing posts.

Have you tried:

– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).

– switching to the default theme to rule out any theme-specific problems.

– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.

Why are you using an old copy of WordPress? Were you aware that your site is currently running a very real risk of being hacked? You need to upgrade WordPress asap.
