You might try something like this:

            'taxonomy' => 'c_category',

         ),

            'taxonomy' => 'c_tag',

            'terms' => 'tag_1',
            'operator' => 'IN'

);

$the_query = new WP_Query( $args );

The key here is to use the ‘tax-query’ for WP_Query.
