How do I customize the login page?

Hi I’m using 2.7 and I searched this forum for hours trying to find a way to customize the ugly and confusing login page. When someone goes to register at my site suddenly the login page is completely different from my theme and was a prominent wordpress logo instead of my brand.

So I went into the wp-logon.php and added a background tile and changed out the wordpress logo (https://www.warrior-scholar.com/wordpress/wp-admin/images/logo-login.gif)for my own but the terms and conditions box overlaps the default wp graphic. So I either need to change the size of the box (where is is?) or change the size of the white box graphic, which I thought I did by changing the: https://www.warrior-scholar.com/wordpress/wp-admin/images/logon-bkg-tile.gif

Also I downloaded the bm-custom-login plugin but I can’t get that working so that is why I am digging around the php.
