How do I enable the mail() function?

I’m new to all this and can not find a simple answer to my problem.
I am messing around with WordPress on my computer and have my blog site hosted on my Windows 7 computer. For the life of me I can’t remember my password. When I try to retrieve it by email I am presented with the following:
The e-mail could not be sent.
Possible reason: your host may have disabled the mail() function…I’ve been to this page https://codex.www.ads-software.com/Resetting_Your_Password, but the answer to my problem isn’t there (at least it doesn’t seem to be there).
All I want to do is have my password mailed to me. I do not want to reset my password through some PHP admin console or FTP a file. There has to be some toggle or one liner I can paste in a file or remove some comments in a file to get this email sent to me.
PLEASE HELP!
