How do I get a background image in this placement?

I am trying to add some background images to my Davis Blocks theme. I am using the default WP editor.

I see how to add a cover image and an image. And I see how to cover it with text.

But, can I add an image underneath an existing text block?

Can I make the cover image extend beyond the column and off the page margin like in my image below?
