how do i make this work without wp_head?

    I think the easiest solution would be calling wp_head() with an empty callback.

    I’m sorry, I don’t have that available for you. It depends also a lot on why and what you want to prevent from running in wp_head(). This goes beyond the scope of this topic. DW needs wp_head() to run.

    I can help you out, but I need to do that on a commercial base.
