How do I move the reply box to the top?

You start by create a child theme for your changes. Never edit the Twenty Thirteen theme. It is the current default WordPress theme and having access to an original, unedited, copy of the theme is vital in many situations.

Yes, the comment form you have under posts or pages.

I want it on the top of the comments, because now.. people have to scroll all the way down to write a comment..

I would prefer it to be on top of the comments, just above them.

Edit your child theme’s copy of comments.php, move <?php comment_form(); ?> from the bottom of that file to immediately below <div id="comments" class="comments-area"> near the top of the file and see how that works for you.
