How do I narrow my side bar without chopping the title bar?

I am trying to make my sidebar menu narrower, and widen my content section. I went into the style.css and tried to change the sidebar width and content width proportionally but it keeps chopping one side of the sidebar outline and title bar off. Or it will widen the content section text but not the content sections title bar.
How can I fix this?
