How do I remove extra words above the comments?

There are some rather strange words right above the comments my guests write. I dont know if I really need them, but if not I would like them removed…..

and also right above the “leave a comment” area…. “Line and paragraph breaks automatic, e-mail address never displayed, HTML allowed:<b><i> <strike> "
Is it safe to remove them to make a more clean and crisp appearance? If so, exactly how and where do I alter them? my test site is https://www.operationexodus.org
