How do you backup without url?

If you’re moving a site chances are you have set it up on another server thus removing it from the first one. When you do that any url that you would use would not work to restore the site correct? what is the deal here when you’re moving a site? You have to point dns to the new server thus leaving you no url to the old site so what is the use of this?
