How do you create a child theme directory?

https://codex.www.ads-software.com/Child_Themes guide isn’t quite beginner-proof for me. It says “The first step in creating a child theme is to create the child theme directory, which will be placed in wp-content/themes” but not how to do it. Could someone please help me get started?
My theme is Twenty Seventeen. I am guessing I need to adapt it, using a child theme, because the photo I have as a feature on Home Page is cropped into a header on the other pages – a close-up of my chin! Unless anyone knows an easy way to remove the headers…
