How do you get a website linked to your username when posting in wp.org forums?

It appears to be the case that only certain people who post in the www.ads-software.com forums get their website linked to their username, but who exactly are these people? It’s apparently not necessary to be a “Moderator” in order to get this functionality, since I’ve seen “Members” who have a linked username.

Is there a certain minimum number of posts one must make in order to get your website linked to your username?

only mods can see it at the moment – after a few posts and time it will show up for you as well
