How do you mod the ACP?

I was wondering…how can one go about lightly modifying the admin control panel? I’m hosting some of my friends, and I wanted to add some notes to it. I thought I saw it on someone else’s site (a Stanford heavily hacked WP install), and can’t recall if he included instructions how to do that. Thanks!
Oh yeah, I changed the admin CSS…blue is cool. ??
