How do you remove all WordPress elements from the root directory?

  • Once upon a time there was a beautiful WordPress site.
    It got hacked by the low-life cyber criminals.
    Now it looks horrible, and is totally broken.

    I just want it GONE, and replaced with a simple, cleanly coded, ascii TEXT html page that actually WORKS.

    After removing ALL the “WP” files in the directory, it still seems to be in control of the domain??????
