Minor version numbers for WordPress will update automatically so if you are on 4.9.8 then you will update to 4.9.9 without doing anything. You can manually update to 4.9.9 if you choose.
If you wish to stay on the 4.9.x branch thats fine as it is supported too.
4.9.x will not automatically update to 5.0.x unless you do it, a plugin or setting is set to do that, or your host does it.
For more information, give this a read. There are some tricky parts there but those wp-config.php
settings work provided nothing else updates such as you clicked the update link or your host has done that. That’s important.
