How do you use old starter sites?

You gotta activate the twenty twenty one theme and go to the customizer to find the old starter sites

The older starter sites are only available for the Twenty Twenty-One and Twenty Twenty themes. As mentioned by svladcjell, you should open the Twentig Starter Websites panel inside the Customizer (Appearance > Customizer).
