How does JetPack Handle the NOTIFY ME OF FOLLOW-UP COMMENTS BY EMAIL feature

Hey Team,
JetPack has a feature called “NOTIFY ME OF FOLLOW-UP COMMENTS BY EMAIL” which will show a checkbox at the bottom of a comment form that will automatically send users emails if someone replies to their comment.
I want to use this feature on a www.ads-software.com website.
Based on this blog post from 2011 it seems like WP.com servers handle the sending of these emails, suggesting I don’t need to set-up any kind of SMTP mailer –The reason why we can offer this in the Jetpack plugin is because of?WordPress.com. The WordPress.com servers handle the messy work of sending and managing all the emails for you. Your blog is still yours, but subscriptions are handled, by us, for free, on your behalf.
However, in a support document on WordPress.com (scroll to the very botom) it seems to imply I either need to have a WordPress.com based website or users need to create a WordPress.com account in order to get the comment reply emails.
You are using the correct email address for your?WordPress.com account.
Does anyone know if this JetPack feature only works on WordPress.com websites and cannot work on www.ads-software.com based websites?
And/or do users in order to get a comment reply email need to create a WordPress.com account?The documentation surrounding this feature is a bit sparse.
