I’m 99.444% sure it’s based on download and active installation count. I don’t think reviews (which are feedback and when people try to manipulate them, I find them and have a field day…) count much in that ranking.
If reviews DID count much then even more people would be spamming the reviews.

]]>I’m quite sure that download and install count can be manipulated as well – for a developer or server guy it wouldn’t take too much to setup a script that installs wp instances and activates a specific theme – not like I want to give ideas for cheating the system:)
To be honest a rating/review based system combined with active install metrics taken into account can probably create the fairest system for all.

It’s basically install count combined with age of the theme. There’s a few other factors, but that’s the gist of it. It’s a “popularity” thing, not a raw numbers thing.
