How? Dynamically Created Gallery

Anyone have any thoughts on how would you do this?
The result is a dynamically created gallery by a visitor selecting a choice from a [Gallery] and [Tags] select menu.
i.e The visitor creates a gallery by selecting values from two popup menus
Gallery-> Tags-> [Go]The NextGen Gallery Query plugin?
