How is the 410 list made?

I don’t understand how the list of 410 pages is made. Are all 404 Not Found pages put into the 410 list or do gone pages need to be manually added to the 410 list? Not all 404 pages are gone pages – usually because the URL just has a typo in it or a page was relocated.
