You may use the following shortcode to allow users to submit an event from the frontend:
    Shortcode: [em_event_submit_form]

The event created from the frontend has global visibility i.e. it will be visible to all the users. EventPrime does not have the functionality to restrict the visibility of these events as of now.
This feature is in the development pipeline and the concerned team is working on it. It will be implemented in one of our future releases.
    Many thanks.
