How to activate PRO plugin in websites clone draft

My new web developers are building a new site for me. They are changing theme and design.

For some reason, I can’t use my pro plugin to prepare the new site to be deployed.

When I try to activate the pro option it keeps saying that license is to maximum.

How can this be used on the developers site?
