How to add a custom ping

Hi I would like to auto-ping this site whenever I post > https://www.kamat.org/community/
The instructions on how to do this are given on this page > https://www.kamat.com/vikas/blog.php?date=12/17/2002
Now the problem is. I’m a complete n00b and I don’t understand a word of it. Can you please tell me which file to edit and a bit on how to do it.
