How To Add a User (for Documentation purposes)

With the NfWP plugin installed and controlling the overall network of sites and with a set of network sites installed and running, how do you properly add new users?

• Option A: assign the site to the main/primary network site (ID #1) then navigate to the site’s Users tab and add the user, then assign the site back to its proper spot in the network
• Option B: add the new user directly at the individual site level

Which option is the correct option and why?
