how to add 'ads tab/page' on main page like this…

    hi guys

    I need some help, I am on a journey to make an ad similar to this link:

    when you visit the website, after the website loads, a big screen, or should I say an overlay page slides down and plays ‘video’ or shows an image maybe with a link to click and read more, etc.

    I am using WP and I intend to use this approach for my advertisement campaign.
