How to add enqueueing functions

In your description you say this:
“Note: There are plenty of plugins or themes out there (mostly outdated ones) that do not use enqueueing functions. In such case, you will have to use some rewrite rules to achieve the same minification effect. Please refer to the FAQ section for more details.”
Since I created my theme and my css and js are not being minified (according to “view source”), I assume I do not have these functions. I looked at the FAQ but do not see any information on how to do this. Can you provide some direction?
