How to add hyperlink to page theme banner image?

    How does one add a hyperlink to the blog banner image? When hovering over the image the cursors turns to a pointed finger indicating it is clickable but I don’t seen any way of adding the actually hyperlink URL.

    I would like the blog banner image hyperlink to click back to my main website.
