How to add links across the page/blog.

Hello I have a blog and I cant seem to figure out the simplest thing is how to add links across the page like in this blog example
He has * Home * Algemeen * Basis * Effecten * Fantasie * Grafisch Design * Links. etc.
I’m not even sure if they are called links thats why I cant find any question on this forum. So for example the 2nd link (Algemeen ) how do you create that and how do you set a page or a url for that link. I can make pages but they go on the top right div. My blog location is at
