how to add restrictions to woocommerce?

Hey, i looked at this for reference – https://woocommerce.com/document/woocommerce-conditional-shipping-and-payments/ but it didn’t help, because my clients woocommerce doesn’t have the ‘restrictions’ tab added? I couldn’t find any resources on how to add this or why it would be missing…

could someone please help me on how to add the restrictions tab to the woocommerce plugin?

reason i want to do this: i need to restrict places that cannot be delivered to. within shipping tab it only allows for the function of places id like to include, which is just massively time consuming when i am allowing way more than i am excluding.

any help would be really appreciated. thanks!
