How to add shipping cost

Here is my requirement.
For 1 pack of 30 pieces of cow dung cakes: Price = 151 Rs.
For 1 pack of 100 pieces of cow dung cakes: Price = 301 Rs.
For 1 pack of 500 pieces of cow dung cakes: Price = 501 Rs.Using Attributes and Variable feature.

Firstly, I apologize for the delayed response.
If I understand you correctly, you would like to create a variable product having three (3) variants, right?
You can follow the steps in this support documentation on how to create variable products: https://woocommerce.com/document/variable-product/
For your reference, I created your setup on my personal site.
Under
Products > Attirbutes, I created a custom attribute called Packs with three (3) values as seen below. Please make sure to checkUsed for Variations.

Then, under
Products > Variations, selectClick Variations from all Attributes:

Then, add the price for each variation under the
Regular Pricefield.
