How to add some tabs to user edit menu?

1. You can try this tutorial to add a custom tab with Forms.
2. Unfortunately, adding a profile photo uploader in the Account form requires customization on your end. We don’t have a custom code at this but I hope someone has done something similar and shares their solution here.

The profile form is different from the Account form.

Profile form is added in the page /user/
Account form is added in the page /account/

So which form do you want to add the Profile photo? By default, the Profile form has the upload profile photo.

You can use the User Meta shortcode plugin to enable the shortcode for pages.

Yes, this will show the meta value on any page that supports the shortcode.

For example, you need to display the First name, just use this shortcode to display it: [um_user meta_key="first_name" ]

If you want to show the first name for a specific user, just add the user_id attribute. e.g. [um_user user_id="123" meta_key="first_name" ]
