How to add TinyMCE to media library page?

I’ve recently read a topic about how to add TinyMCE to user profile page here: https://www.kevinleary.net/add-tinymce-wordpress-user-profile-pages/

It worked fined on my page.

I’d like to do the same to image description field in Media library page (wp-admin/media-upload.php?tab=library).
