How to add tooltip to a post title

Hello everyone.
I’m new here.I would like to ask you if it’s possible to add tooltip to the title of post in home page and not appear the hole title but a part of title.
Or if there is any plugin that do the same thing.
My English is not so good.I believe you to understand me.
