    So the best way to do this is to create two blocks.

    The first block should have only the “outer blocks” you want to allow using the allowed inner blocks argument.

    The second block should have the core blocks you wish to allow.

    Now the trick is to set the first block, the wrapper, as a template for your posts and pages, and then lock that template. This way no new blocks can be added outside of your wrapper, and the wrapper controls what “top level” blocks can be added.
