How to allow HTML tags in comments

Hi. Thank you for taking the time to check into my concern. I’m developing a theme and I can’t make the html codes to work in my comments. Go to https://www.mediasme.com/hello-world/comment-page-2/#comments to view the page.

I only need the < a href > tag to work so I can use the Reply with Comment Preview plugin.

I found this https://www.ads-software.com/support/topic/236300?replies=4 in the forums so I edited kses.php to set the allowed tags. Still, it doesn’t work.
