How to allow publishers more access to features?

I have a publisher that pretty much manages the blog. She makes writes all of the content and makes post. I would like to extend to her account the ability for her to add/edit/remove categories as well as to update the Blog Title and the blogs Tag Line would also be nice.

Is this possible for me to extend this permission to her somehow? I showed her the admin panel and there are way to many settings for her to mess up so she doesn’t want to have an admin account.
