How to allow User to select their own shipping method

    I would like the user to be able to choose their own shipping method.
    Such as; UPS Ground, UPS Air, or Local Delivery, Will Pick up.

    I’ve created my 4 shipping zones.
    When checking out, it is set to UPS Ground, and you cannot choose or see any other option.
    I tried to setup classes, but that didn’t seem to change anything either.

    Any help would be greatly appreciated.

    EDIT:
    All options above are all chosen as Flat-Rate.
    All rates are set to 0

    I just need the user to choose UPS, or another option.

    SOLUTION:

    Multiple shipping zones:
    Does not give you multiple choices for the user to select.
    Instead;
    Created ONE shipping zone, then setup all your multiple SHIPPING METHODS in this one zone.
