How to auto assign a ticket?

I just purchased the service will ALL the features. I currently have only the:
Agentgroup, Assign Agent Rules, and Email Pipeline installed.What I am trying to do is when the ticket status is changed to a specific status, that the system auto notifies and assigns a member from that group. Or, when an agent assigns a ticket to a group, that the system auto assigns the ticket to that member of the group and notifies them as well of the new assignment.
I currently neither the notification or the assignments are working. Am I missing something?
