How to auto create site after user register on multisite(network) and send a mai

Hi everyone, I’m trying to create a network where users fill out a form with

Name surname
User
Email address
Site name

Automatically create a user is a site with the data you entered, then an email is sent to the network administrator who will confirm or not the creation of the site.
Is it possible to achieve this with a plugin or by structuring a function?
