How to block public view while under construction

I am still setting up my blog and my domain is connected to my hosting service. How do I block public viewing of my site while it’s still under construction? I can only find a “private” button on my dashboard, but it’s not adequate for my purposes because it only gives two options, neither of which blocks viewing. I would appreciate some help on this. Thanks.
