How to call html feed with PHP?

    I want to place a small div of html news feed on a few relevant pages of my site. The instructions say
    “Please note that you must use a server-side scripting language such as PHP or Perl to make the feed working. If you use HTML only, please choose JavaScript or IFrame feed format.”

    Options for the newsfeed code are javascript,Iframe,html

    I want to use the HTML since it supports new window links and SE spiders for the updating news feed.

    So using a runPHP plugin or similar, does anyone know what PHP syntax to use that would fit the URL requiring the PHP code as instructed? My code for the feed is a link, and I can’t seem to figure what tag to place it in to get the feed to display.
