You can use wpforo_seo_tag_title filter hook. Add this code in your active WP theme functions.php file:

function wpforo_custom_tag_title( $tag_title ){
    $prefix = '';
    $suffix = ' Deals & offers';
    if( !empty($tag_title) ){
        foreach( $tag_title as $part => $title ){
            if( $part === 0 ) $tag_title[ $part ] = $prefix . $title . $suffix;
        }
    }
    return $tag_title;
}
add_filter('wpforo_seo_tag_title', 'wpforo_custom_tag_title', 10);
