how to change the permalink for tags.

Hello there.
i need help yours.
i have a problem about permalink.
for example, “https://www.webactually.co.kr/?tag=%ec%9b%b9%ec%95%a1%ec%b8%84%ec%96%bc%eb%a6%ac%ec%bd%94%eb%a6%ac%ec%95%84” this is the url what i go tag page.
but it’s too dirty url because in the case korean, if i use “urlencode” return too much long text.
i want to change slug as “tag_ID”.
“https://www.webactually.co.kr/?tag=18” like this.
but i don’t know what i do.
please anybody help me….
