How to check if a user is on mobile and redirect to a specific page

    I am trying to check if a user is on mobile and redirect the front page to a specific page. (I might use wp_is_mobile() or user agent to determine if they are mobile user and wp_redirect() function to redirect). But I am having trouble to find a place to call them. Is there any suggestion you can provide? I have been trying different places in the functions.php but it always seems to not do the correct things.
