You can try this:

Go to Appearance > Customize > Additional CSS and put the following CSS code in there:

.site-branding, .site-branding:before {
   opacity: 1.0 !important;
}

Hey there – give this a try instead:

.site-header .site-branding::before {
  opacity: 1;
}

!important should be avoided wherever possible in custom CSS and can almost always be bypassed by targeting a more specific element, as I did here.

It’s not working because you’ve added the CSS between comment tags, so the code isn’t being applied.

Change this:

/*
.site-header .site-branding::before {
   opacity: 1;
}
*/

to this:

.site-header .site-branding::before {
   opacity: 1;
}
