How to clean reinstall plugins?

Yes, jonathonpratt; your logical guess and effort is right – “I believe this is due to it still having data from the previous installation. I already attempted deleting all Database data dealing with the plugin”

No one actually writes or have documentation about all the particular write outs in database. Thats why if you install a plugin or theme once, it becomes impossible to fully delete them in over 50% cases, even if you import only the post, post meta tables to new wordpress installation. They basically occupies the post meta tables and add AUTO_INCREMENT.

For WP e-Commerce, probably there is data in wp options too. You can try two plugins :

Obviously take a backup of MySQL database before. You can check the source code and run the MyQL commands from PHPMyAdmin or CLI if you do not want to use plugin or want to do a bit more precisely :
