how to configure for a static home page and a blog home page

Hi everyone – I have read through several posts where others have posted this same question, but I didn’t understand their solutions, so I’m going to ask here, because I will no doubt be asking for clarification.

I am in the process of constructing my webpage. What I would like to do is to have a static home page (or cover page), with a blog page accessible via the menu at the top of the home page. And the home page and blog page both on the menu at the top of each page. It looks like WordPress creates by default a home page that is (what I’m calling) a blog home page.

I hope I’m describing this correctly. So, can anyone show me how this would be done ?
