How to Convert Site to Accept Plug-ins

Hi!

This might sound ridiculously simple, but how do I convert my wordpress site (sufey.org) to something that I can install plug-ins on?

I think it’s on wordpress.com right now, so I don’t have access to plug-ins. But is there a way to easily convert to a different domain?
