How to creat a log in portal

Hello I’m sorry if this is not in the right place. I am just enquiring to see if there is a plug in or something that can help me. I would like to have a website that allows customers to log in and make accounts but also allows freelance workers to also make accounts. I will use a photography business As an example, let’s say I had a website that allowed potential customers to log in and post a job they would like to be done for them I.e a photo shoot once they have posted this job and freelancer who has also made an account could accept/decline or give a quote. Is this possible?
