How to create a comunity based site?

  • Ive been creating a site which was originally created in drupal. Ive managed to import all the posts from drupal etc into wordpress with ease and have since crated and styled the site etc but having problems turning this site into a comunity based site.

    What im after is a site where:
    Generial public can – register and then comment on post
    Generial public can – post a post within set cats

    These post will need to be approved by myself before going live.

    the generial public should never be forwarded to my admin section and everything should be done on the front end.

    Is this possible and if so how? im having realy trouble finding a how to or information on this.

    if this is possible i would like to take this further and know if user setting can be ugraded automatically for example if a registered member posts 10 approved posts they upgrade so further posts dont require approval? also same for comments?
